Two regulators, one profession
Unlike speech therapy or OT, mental health work in Dubai does not sit under a single authority. The DHA Sheryan portal licenses clinical psychology, assessment and diagnosis in healthcare settings. The Community Development Authority licenses counselling, psychotherapy and social-care roles delivered in community settings.
This matters because the two are not interchangeable. A DHA-licensed clinical psychologist can carry out formal psychological assessment and diagnosis. A CDA-registered counsellor generally cannot deliver formal diagnosis, and works within a different scope.
Who the CDA covers
The CDA regulates a broad set of social-care and behavioural professions in Dubai, which is wider than many applicants realise. Its categories include:
