Inclusion in UAE schools is now a staffed, standards-based obligation. Setting up an SEN unit means building an inclusion support team, a SENCo, support teachers and learning-support assistants, against defined staffing ratios, not simply designating a room. Dubai sets minimum staffing ratios that are worth designing your unit around from the start:
