Which licence does a therapist actually need in the UAE?
The five authorities, and who each one covers
There is no single national therapy licence in the UAE. Applying to the wrong body is the most common and most expensive mistake therapists make, because it can cost months and non-refundable fees before anyone tells you.

The clinical versus social care split
This is the part that catches people out, and it is not about your qualification. It is about the setting and the nature of the work.
Health authorities (DHA, DOH, MOHAP) licence clinical practice: assessment, diagnosis and treatment delivered in a healthcare setting. Community authorities (CDA in Dubai, DCD in Abu Dhabi) licence guidance, therapy and support delivered in a social or community setting.
So a psychotherapist working in a family services centre in Abu Dhabi is regulated by DCD, not DOH. A counsellor in a school counselling office in Abu Dhabi is also DCD. A clinical psychologist diagnosing and treating in a hospital is DOH.
Where speech therapists, OTs and ABA therapists usually sit
- Speech and language therapists — clinical. DHA, DOH or MOHAP depending on emirate.
- Occupational therapists — clinical. DHA, DOH or MOHAP.
- Physiotherapists — clinical. DHA, DOH or MOHAP.
- ABA and behaviour therapists, RBTs — varies. Often clinical when working in a health facility, but behavioural roles in community and education settings can fall under CDA or DCD. Confirm with the employer.
- Clinical psychologists — usually the health authority.
- Counsellors and psychotherapists — usually CDA in Dubai, DCD in Abu Dhabi.
- Special educators, shadow teachers, learning support assistants — often regulated through the school and its education regulator rather than a health licence. Check with the school.
How to check a facility before you accept a role
For Dubai health facilities you can verify an employer yourself. Use the DHA facility search on the DHA Sheryan portal and search the clinic name. It will show the licence status (Active, Suspended or Revoked) and the expiry date, plus the specialties the facility is licensed to offer.
This is worth two minutes of your time before you hand over documents or pay anything. A therapy centre that cannot be found on the register, or whose licence is not Active, is a serious warning sign.
What comes next once you know your authority
Once you know which body regulates you, the sequence is broadly the same everywhere: register on the authority portal, complete primary source verification of your documents through DataFlow, pass the assessment, then receive an eligibility letter that lets you look for work.
You do not always have to do these strictly in order. DataFlow and the exam can often run in parallel, which can save several weeks.
Common questions
Can I use a DHA licence to work in Abu Dhabi?
No. Licences are issued per authority and are tied to the emirate. A DHA licence covers Dubai. To work in Abu Dhabi you need DOH, and for the Northern Emirates you need MOHAP. Some professionals hold more than one licence.
What if I work in a free zone like Dubai Healthcare City?
Some free zones have their own health regulator with a separate licensing process. Ask the employer which regulator licenses their facility before you apply for anything.
How do I know if my role is clinical or social care?
It depends on the setting and the work, not only your degree. Clinical assessment, diagnosis and treatment in a healthcare facility points to the health authority. Guidance, counselling and support in a community, school or family services setting points to CDA or DCD. Ask the employer which licence their existing staff hold.
